The captions are automated by AI for television viewers, not added. So Mills did not say what Vedmore is saying he said. That is important and very clear when reading the basic facts presented, which are that he had the shutter open when the shot was fired, before he heard it, and kept it open.
The assumptions about the blur and shutter speed are assumptions, with no evidence, being used to prop up the theory that Trump staged his own assassination in front of the Secret Service, and managed to only kill and injure a few people while doing so.
Given the intense fear and hatred of Trump in the press, the complete pretense that Biden was competent contender, and Supreme Court ruling allowing Biden to assassinate him (if caught), it looks like another sloppy deep state hit. Actually, a well planned hit, if Trump hadn't turned his head 30 degrees at that very moment.
