The short explanation is that warmth from the sun or the hot beverage promotes charge separation of the hydrogen proton +1 charge and the hydroxyl -OH -1 charge. A larger zone of water has slow moving, heavier, hydroxyl groups with negative charges and outer edges have faster flowing positive charges of the light weight hydrogen protons. Tubular cells of these exclusion zone areas form vertically from the surface downward. We are looking at a cross section of a lot of cylindrical tubes of water that has areas of more negative pH and more positive pH. The two areas of water reflect light differently as the density of proton flow is different than the bulkier -OH area.
The fast moving positively charged protons are flowing down and up around slower moving areas of negative -OH groups. Warmth promotes more free ions and faster motion then cooler water below slows down the action and the circular flow is created. - I think based on my reading of The Fourth Phase of Water, by Gerald H Pollack. It is a book worth reading and rereading probably. I already need some review.
This book page shows an experiment with pH sensing dye in the water. The dye and other methods helped the Pollack research team learn more about what was creating the mosaic appearance often seen in water. On this page it is showing that bubbles or droplets also have areas with major differences in pH level - same container of water though.

I am exhausted after having recently spent days working on a water drainage project - house foundation. I built a patio where it is usually mud and molehills. Pete the cat approves.
Tree leaves composting over decades raised the soil level by four plus inches. Water is nice until it is in your basement. I moved the rich topsoil to center of the yard and planted grass and a flower bed. The miles can follow the earthworms over there.
I like rocks and books and water too.

The nutshell answer for the mosaic patterns in the water, which looks like separate areas of water - are separate areas within the water. There are oceans or seas that have a visual line between the two bodies of water.
Sometimes common sense answers are the correct answer.
